The Roles of UN Envoys in Resolving Internal Conflicts in Countries: An Analytical Study of the Libyan Case 2011-2026

This study examines the roles of UN envoys in resolving internal conflicts, using the Libyan case as an analytical model for understanding the nature of international mediation in complex internal conflicts. Since 2011, the Libyan arena has witnessed a form of political division and security deterioration, necessitating UN intervention through its envoys to facilitate dialogue between the conflicting parties and support political settlement processes. The study aims to evaluate the roles played by these envoys by assessing their negotiation approach. It also seeks to explore the factors and challenges that have altered the effectiveness of these efforts, whether internal, such as the lack of political will and institutional division, or external, such as foreign interventions. The study employs an analytical approach using a case study methodology, tracing the course of the UN mission in Libya through its representatives. The study aims to provide a scholarly explanation of the limited results of UN mediation in Libya and the briefings submitted to the Security Council.
